Maxwell entered the International Training Garrison and after several years of conspicuous service as a Field Officer, was appointed Secretary for Field Training. This was followed by three years of Divisional and Provincial work and then he served in the capacity of Private Secretary to Commissioner Hay and the late Commissioner Eadie.

Appointed head of the Special Efforts Department at international Headquarters he brought it to a high state of efficiency. Two great events occurred during his term of office in this Department-the Founder's death and subsequent funeral march and the international Congress of 1914. The Commissioner was Secretary of the I.C.C. and had a large share in the arrangements-both National and international.

Directly following the Congress, Commissioner was appointed Under Secretary for Europe, holding that position during the period of the great war.

The Territorial Secretaryship for Scotland followed and to that position he devoted his best until appointed Head of the Subscriber’s Department at International Headquarters. Appointed General Manager at The Salvation Army Life Assurance Society in 1924, within a year he was Joint Managing Director, and very shortly afterwards was elevated to the full status of Managing Director.
