Obituary

James Alfred Osborne of Clearwater, a retired Salvation Army lieutenant colonel, died Saturday (March 13, 1993) at Mease Hospital Dunedin. He was 84.

James Osborne, national commander of the Salvation Army in Alexandria, Va., said Monday that his father's death was sudden and unexpected. He suffered a cerebral hemorrhage at home Saturday and died later at the hospital, he said.

Col. Osborne moved here in 1974 from Atlanta, where he had been been property secretary of the Army's Southern Territory since 1967. In the years since his retirement, he had remained active in the Army and worked on call in Sebring, Long Beach, Calif., Ventura, Calif., and other communities.

“His philosophy of life was the Army's philosophy, heart to God, hand to man,” his son said.

Osborne said that after the earthquake of 1986, his father went to the mountain town of Tecpan, Guatemala. There, with a group from the Salvation Army and townspeople, he oversaw the construction of 528 new homes, Osborne said.

Col. Osborne was commissioned in the Army in 1938 and, as a field officer, served in Jacksonville and Bradenton and Columbia, S.C. During World War II, he was director of the USO in Washington, D.C., and Columbia, S.C. In 1947, he became manager of the Evangeline Residence in Washington, D.C., and in 1952 served in divisional appointments in Washington, D.C., Texas, Maryland, North and South Carolina and Alabama. He was on the staff of the Territorial Music Institutes and after retirement was librarian for the Salvation Army Retired Officers Association Brass.

Other survivors include his wife of 60 years, Gladys I.; sons Ronald Osborne of Atlanta and Harry Osborne of Jonesboro, Ga.; a sister, Gwen Ruble of Watertown, N.Y.; seven grandchildren; and two great-grandchildren.

Visitation hours are from 7 to 9 p.m. today at Rhodes Funeral Directors, Belcher Chapel, 830 Belcher Road N, Clearwater. The funeral service is scheduled for 10:30 a.m. Wednesday at the Salvation Army Corps Community Center, 1625 Belcher Road N, Clearwater. The service will be officiated by W.R.H. Goodier, retired Salvation Army commissioner and longtime friend of Col. Osborne.
