Wallace served as cadet sergeant and spent seven years following on the field in New Zealand and Australia.

Following, he became youth secretary in three divisions in and around Sydney. Next, he served as a divisional commander before being appointed Territorial Youth Secretary in the Australia Southern Territory where he remained for ten year. Following that, Herbert took another divisional appointment.
