Commissioner **Robert Hoggard** opened fire in Korea (Seoul) in October 1908.

After commanding some seventeen Corps, Hoggard served as Divisional Officer in Brighton, Liverpool, the Tyne, and Sheffield. Then as Provincial Officer, he held important commands, including that of Ireland.
